All special equipment for the hydropower section and power supply section shall be handled in accordance with the relevant provisions of the water supply and power equipment appraisal methods.
Article 2 The equipment appraisal is a main content of comprehensive equipment management, and it is also a comprehensive assessment of the equipment's management, use, maintenance, overhaul, and safety production. It is a work that is technically strong, involves a wide range, is complex and complex, and has a large amount of tasks. The locomotive office of each railway bureau's locomotive office and branch (including the railway corporation, the same below) shall appoint a leading cadre to organize and lead the equipment appraisal.
Article 3 Each section shall be established by a section-level leader as leader, an equipment appraisal group attended by cadres, technicians, and workers. The equipment appraisal shall adopt the combination of professional appraisal and mass appraisal, appraisal and periodic inspection, repair, maintenance, and red flag equipment appraisal, formulate equipment appraisal and refurbishment plan, equipped with necessary inspection tools and instruments, and do various Prepare work and do a good job of equipment appraisal on time.
Article 4 The equipment appraisal shall be conducted from April to July every year. After completing the equipment appraisal work, all units should conduct a summary analysis, summarize lessons learned and identify existing problems, formulate measures to improve equipment quality, and implement them in a practical manner. Each railway bureau shall organize inspection, inspection, or acceptance of the equipment appraisal of each segment, and shall commend and reward the collectives and individuals who have made outstanding achievements in the appraisal work and in equipment management, use, maintenance, overhaul, and safety production. We must carry out criticism and education for those who are doing poorly.
The fifth section of the locomotive section shall report the equipment appraisal summary (including the appraisal summary table) to the railway sub-bureau and the railway bureau respectively before August 10 of each year. The railway sub-bureau shall report to the railway administration before August 20 of each year. Before the end of August of each year, the railway bureau will submit the equipment appraisal summary (including the appraisal summary table) of the global maintenance department to the Ministry of Railways's Bureau of Safety.
Article 6 The equipment of fixed assets (hereinafter referred to as the main production equipment) of five or more systems (calculated according to mechanical or electrical single repair complexity factors, the same below) that belong to the scope of equipment management and have been registered in the library should generally be identified. Article 7 Equipment appraisal is divided into three grades: one grade, two grades and three grades. Each year grades A and B. Item A is the basic technical status of the equipment, such as accuracy and capability, and item B is the general technical status of the equipment. If there are two or more measurement data in the technical status of any item in item A or item B, the worst data is used as the evaluation basis of the item. Where a certain technical condition of the equipment does not meet the requirements of item A or item B of the first and second levels, the condition is either item A or item B of the third class.
Article 8 When assessing the appraisal level of a device, it is necessary to first evaluate the single item grades of A and B, and then to evaluate its comprehensive grade. The level of equipment qualification is determined by a comprehensive rating scale. Individual assessment and comprehensive assessment are as follows:
I. Individual assessment: When assessing the grades of A or B, 80% of the assessment items in A or B must meet the assessment criteria of a certain grade to be rated as such. However, if the main accuracy of the equipment (such as the machining accuracy of the metal cutting machine tool) and the capacity (such as the pressure of the hydraulic machine) do not reach a certain level, although 80% of the inspection items meet the standards of a certain level, it cannot be rated as such. , but should be based on the main accuracy of the equipment, ability rating. For example, if the accuracy of an ordinary lathe's accuracy test item is 80% of its accuracy, but the actual measurement accuracy of the test piece is only in line with the C-level accuracy, the item A of the lathe can only be rated as the second grade.
Second, comprehensive assessment: According to the provisions of the following table; but when the technical state of the equipment endangers safe production, will be rated as three, and should stop using.
Article 9 The first article of the first item of all kinds of appraisal equipment shall be uniformly provided that there shall be no equipment accident within one year; the first item of item B of the second grade shall be uniformly provided that there shall be no equipment accident within six months.
Article 10 The second article of Article I of the Class I of all kinds of appraisal equipment shall be unified in that within one year, the user can earnestly implement the relevant rules and regulations, and the equipment is well maintained and maintained; the second item in the second class is unified as follows: The user can basically implement the relevant rules and regulations within one year, and the daily maintenance of the equipment is still good.
Article 11 The third article of Article B of all kinds of appraisal equipment shall be uniformly defined as the quality of ancillary appliances. When the quality of ancillary equipment is assessed as unqualified, item B of the equipment is rated as Grade 3. Auxiliary electrical apparatus assessment methods: There are two unqualified items in one of the main items or general items, that is, the accessory electrical equipment is unqualified.
Article 12 The equipment assessment is divided into 1st, 2nd, 3rd, and 4th, with a total of 4 levels. The assessment project is divided into major technical status items and general technical status items of the equipment.
The assessment method is as follows:
Level 1: The main accuracy (capacity) can meet the original equipment factory standard;
Level 2: All items in the assessment project are rated as qualified; each item in the main project is rated as qualified, and one item in the general project is rated as unqualified;
Level 3: One or more of the major projects were rated as unqualified; two or more of the general projects were rated as unqualified;
Level 4: At the time of assessment, the equipment's technical status has reached the level of retirement.
